DEVELOPMENT  OF THE TESTING EVALUATION AND CONFORMITY
CERTIFICATION LABORATORY – DLIECC

GENERAL CONSIDERATIONS
       The Safety and physical protection of the dangerous goods class 7 - Radioactive Materials during transport in all different modes - by road, by rail, by sea, by inland rivers or by air - have to be ensured at a high level. The packed radioactive materials (RAM) and packages must comply to all transport condition, routine or in accident conditions  possibly to occur during transportation operations. Safety in the transport of radioactive material is dependent on packaging appropriate for the contents being shipped rather than on operational and/or administrative actions required for the package. The quality of these packages – type A, B(U) or C has to be proved by performing qualification tests in accordance with the technical conditions provided by CNCAN Order no. 357/22.12.2004- “Norms for a Safe Transport of Radioactive Material”.
       At the same time the recommendation and regulation given in the following documents have to be applied/observed:
  • IAEA Vienna Standard TS-R-1 –“Regulation for the Safe Transport of Radioactive Material, 2005 Edition;
  • UN–ECE (United Nations-Economic Commission for Europe-Committee on Inland Transport)- ADR- European Agreement Concerning the International Carriage of Dangerous Goods by Road, applicable as from 1 January 2007;
  • Recommendation of the WNTI–World Nuclear Transport Institute, London, UK;
  • Recommendation of the EC-European Commission -DG Energy and Transport, Directorate for Security of Goods;
  • Recommendation of IATA–International Air Transport Association, ICAO – International Civil Aviation Organization;
  • Recommendation of IFALPA- International Federation of Airline Pilot’s Associations;
  • Recommendation of ISO- International Standard Organization, Geneva, Switzerland;
       The present CEEX Project no 7175 will develop a testing capacity  in order to perform the qualification tests for packages used for transport and storage of radioactive material in Romania. Thus, the packages manufactured in Romania will comply with the technical conditions as specified by Romanian legislation and will be in accordance with the International Recommendations of the IAEA Standard TS-R-1 or other provisions of the International Organizations in the field.
       The Reliability and Testing Laboratory belonging to the INR Pitesti is the single accredited laboratory in Romania to perform such qualification tests for packages to be used for transport and storage of radioactive materials. This license is given by the CNCAN NOTIFICATION LI 02/2009.
       The Laboratory has its own Quality Manual in accordance with the standard SR EN ISO 17025- General Requirements for the competence of testing and calibration laboratories.        This Laboratory has a valuable and proved experience of over 20 years in the field of package testing. This means  a significant advantage and a guarantee for a successful fulfillment of the objectives of the 7175 CEEX Excellence Research Contract. As a consequence the packages manufactured in Romania will comply with the provisions of all the regulations and recommendation (both national and international) for a safe transport of dangerous goods class 7 - Radioactive Materials in Romania.
